If you do not mind traveling, I will recommend Thailand.
The diving course is cheap and you can have a great party after the dive. Moreover, Thailand dive sites is fabulous.

You can check out those dive sites in Thailand

first check out your local dive shop or shops, get to know them…a lot of times these resorts will ceritfy you as that a resort dive c-card, if u train with your local divers, you will fist be a opw( open water diver) i am certifed to dive 80 feet…once you pass your opw test there are a lot more options…and get to know your dive buddys, there are many places you can go at a HUGE discount, and i have to say the bahama’s are a great place to dive and if youre a diver, you can get like i said huge discounts on hotels, etc, i know we did…for some reason the hotels like seeing divers come…lol, let me know how you make out

If you want to look for a PADI certification, got to http://www.padi.com and search for a local shop that could certify you.

There are other options, like NAUI or SSI, that could certify you as well, check your phone books.
