Florida is great. Many dive schools/operators there.
California is a good deal colder but some lovely diving. Check out Catalina island and the surrounding islands.
I think this depends on what type of diving you would like to do, your skill level, and what you consider to be North America.
Cold water or warm? Wreck or reef? Two easy dives a day or dive five times a day. Budget? Laid back or party central? Just diving or lots of other activities? All inclusive or a la carte? English or are foreign languages OK? Boat or shore? Night or day?
Here are some options:
Canada: Cold water diving off Vancouver Island (inside passage) at places like God’s Pocket. Very cold, good viz and different flora and fauna. Some wrecks. This is best done with a dry suit and is for the hardy and skilled.
California: The Channel islands. Still cold water and best done with a drysuit. Think kelp forests and sea lions. Again, for the very hardy and skilled (big swells, currents, etc.)
New Jersey: Cold water wreck diving. Again, for the hardy and skilled.
Florida: Southern part, including the keys. Warmer waters and a mix of reef and wreck diving (Dwaye, Bibb, etc.). The diving can go from easy reef to hard wreck (penetration, currents, etc.)
Mexico: The Yucatan — I would try Cozumel. Epic reef diving, generally good viz and May is right at the cusp of the dry to rainy season transition. Two drift dives a day.
Honduras: Bay Islands (such as Roatan). A place like CoCo View is really like dive camp.
Belize: The islands such as Ambergris. Easy boat diving although truly epic stuff is available at places like the Blue Hole or half Moon Caye.
Further afield (not quite North America, but still within striking distance and at not much more cost)
Hawaii — The big island. Some shore diving (place like Captain Cook) but lots of good boat diving.
Grand Cayman — A place built around boat diving. Great viz. The smaller islands are best. Very pricey.
Bonaire — My favorite place (I have spent about 35 weeks there over the last decade or so). It offers good boat diving and great shore diving. I find it very affordable (shore diving is $99 per WEEK). You can fly non-stop from San Juan PR, Houston or NYC.
I have done five dives a day at http://www.caribinn.com/

Asia has the best dive spots for the cheapest prices. Malaysia, Thailand and Indonesia are fantastic.
