No, but it would certainly help
No but a basic level/competency is required. The use of fins and need for hydrodynamic positioning whilst diving mean it’s more important to have a smooth slow leg kick above all else. So long as you are confident underwater and breath regularly and calmly you’ll be able to control your buoyancy.
With Padi, (a few years ago now) we did a pool test swimming a certain length in a given time, (easy from what I remember) followed by a number of dives off the Great Barrier Reef over a 2 day period and completed the log books. This included basic maths and a distance/direction test underwater, bouyancy control, equipment checks, a guided night dive, (optional) and basic safety such as buddy breathing. It’s all easy enough..enjoy.

1. People that know how to swim tend to be more comfortable in and around water. Being comfortable or at ease in the water makes scuba diving easier.
2. Obviously, you will be around water in order to go scuba diving. For safety reasons, having a basic knowledge of swimming is needed in case you go into the water.
3. In order to obtain your certification, you will have to do a couple of swimming tests. With PADI, you will have to tread water for 10 minutes without touching the side or bottom. You will also have to swim 200 yards or snorkle for 300 yards (this one is not timed, just need to complete it).
You don’t need to be an olympic caliber swimmer, but you need to have some basic swimming knowledge.
