Check with the shop. One of my local shops will, as long as the tank is marked “For Paintball Use Only”. The other will only fill for a certified diver.
Check with your local fire department, too. Sometimes they will fill, sometimes they won’t. Depends on policy.

A few will do it if you’ve signed a waiver and the tank is marked as paintball use and the shop is set up for it. You’ll still need to have that tank hydro’d like any other scuba tank on a 5 year basis. I’m sure you’ll be able to get away without the need for a visual inspection, since it’s not breathing gas but that Hydro is for your safety and the person filling the tank. The shop may very well do a hydro anyway if the tank looks like it suffered some abuse, even if the hydro date is valid. That waiver, if the dive shop has one made up, is to protect them against you suing or someone you know, from using that tank for a breathing gas and getting hurt. That’s the primary reason behind asking for a C card for air tank fills. Someone using the tank as a breathing gas without the proper training or taking the proper precautions. It gets even worse if that tank has C02 in it and it’s misidentified or misused.
